Djedović: Amendments to the Law on the Use of RES will Enable More Energy from Renewable Sources and Secure System Operation

"Our strategic goal is to achieve energy independence, and in order to achieve that goal, it is necessary to increase the capacity for electricity production so that it would be able to meet domestic demands, as well as to implement a green energy transition in a manner that will preserve the stability of our energy system and security of supply", said Djedović, explaining the Proposal on Amendments to the Law on the Use of RES and addressing the deputies.

She reminded that the adoption of the Law on the Use of RES in 2021 represented a significant step forward in the process of harmonizing the national legislation with EU regulations in this area. "However, the enormous number of applications for the connection of solar and wind power plants, whereas the required capacity for connection increased from about 4.8 GW in 2021 to 20 GW, which is two and a half times higher than the total capacity of all power plants in Serbia, changed the context of legal solutions, which is why it was necessary to prepare amendments to the Law. Amendments to the Law on the Use of RES will regulate the obligations of the guaranteed supplier in a more adequate way, while commercial projects will be addressing the issue of balancing responsibility on a commercial basis," said the Minister.

She also reminded that according to the existing solutions, prosumers may connect to the power system without restrictions, while their responsibility towards the power system is completely excluded. "In accordance with the solutions applied in most EU countries, we proposed to limit the installed capacity of prosumers in order to create conditions for the introduction of a new active consumer through amendments to the Energy Law. The limit for households should help optimize household investments in line with actual annual consumption and encourage prosumers not to use electricity for heating purposes inside the ‘red zone’ when electricity is the most expensive," said Djedović.
