Managing Authority in the Structure for the Management of Multiannual Programmes of Pre-Accession Assistance IPA III

within the framework of the Operational Program for the Green Agenda and Sustainable Connectivity area

Operational Programme for Window 3 (Green Agenda and Sustainable Connectivity) for the period 2024-2027

The Decision of the Government of the Republic of Serbia on the designation of authorities, persons and bodies for the management of EU pre-accession assistance programmes under the Instrument for Pre-Accession Assistance (IPA III) for the period 2021-2027 designates the authorities, persons and bodies for the establishment of EU pre-accession assistance programmes under the Instrument for Pre-Accession Assistance (IPA III) for the period 2021-2027. This Decision designates the Ministry of Mining and Energy – Sector for International Cooperation and European Integration, as the Managing Authority in the Structure for the Management of Multiannual IPA III Pre-accession Assistance Programmes under the Operational Programme for the Green Agenda and Sustainable Connectivity.

The Commission implementing decision on the financing of the multiannual action plan for an Operational Programme on Environment and Energy in favour of the Republic of Serbia for 2024-2027 was adopted on 16 July 2024 by the European Commission. The Government of the Republic of Serbia signed a Financing Agreement with the European Commission for the implementation of the Multiannual Operational Programme for the Environment and Energy in favour of the Republic of Serbia for the period 2024-2027, which entered into force on 8 July 2025, while Annex 1 to the Financing Agreement presents the Multiannual Operational Programme for the Environment and Energy in favour of the Republic of Serbia 2024-2027.

The total estimated costs for the implementation of the Multiannual Operational Programme for Environment and Energy for the Republic of Serbia for the period 2024-2027 amount to EUR 325,200,000, while the maximum EU contribution to this programme is set at EUR 240,000,000. The contribution from the general budget of the EU is divided by year, as follows: for 2024 – EUR 30,000,000; for 2025 – EUR 80,500,000; for 2026 – EUR 58,800,000; for 2027 – EUR 70,700,000.

The general objective of this operational programme is to promote the green agenda by strengthening environmental protection while contributing to climate change mitigation, increasing resilience and adaptation to climate change and accelerating the transition to a socially responsible and inclusive, low-carbon, circular economy.

The specific areas of support under this Programme are: Waste and Water Management, Energy Efficiency and Air Quality, and Other areas.

The Managing Authority – Ministry of Mining and Energy – Sector for International Cooperation and European Integration, which is responsible for the overall management of the Programme (based on the FFPA and the Financing Agreement between the EC and the Republic of Serbia), relies in its work on the sectoral expertise and technical knowledge of the following intermediary bodies for policy management: Ministry of Environmental Protection (Sector for International Cooperation and European Integration), Ministry of Agriculture, Forestry and Water Management (Sector for International Cooperation and European Integration), Ministry of European Integration (Department for Management of EU-Funded Projects and International Assistance), while budget execution tasks are entrusted to the Central Finance and Contracting Unit of the Ministry of Finance (CFCU).

The Monitoring Committee for the Implementation of the Multiannual Operational Programme for the Environment and Energy for the Benefit of the Republic of Serbia for the Period 2024-2027 is a working body established to monitor and supervise the implementation of the said Programme.

The first meeting of the Monitoring Committee for the Multiannual Operational Programme for the Environment and Energy was held on 12 December 2025.
