SINGLE CONTACT POINT FOR STRATEGIC PROJECTS

A functional single contact point for strategic projects in the field of renewable energy sources (RES) is established by the Ministry of mining and energy, with the purpose of informing, guiding and facilitating applicants permit granting procedure.

CONTACT POINT OBJECTIVES:

  1. Functional single contact point within the Ministry of mining and energy;
  2. Optimization and digitalization of procedures for RES projects;
  3. Guiding investors towards integrated digital procedures (CEOP) managed by the Ministry of construction, transport and infrastructure (MGSI);
  4. Informing investors on procedures for obtaining environmental approvals from Ministry of environmental protection (MSZS);
  5. Guiding investors through digital energy permit issuing procedures;
  6. Acceleration of procedures, by shortening deadlines enabled through simultaneous conduct of procedures, where permitted by law;
  7. Compliance with Directive on the promotion of the use of energy from renewable sources.

CONTACT POINT FUNCTIONALITY:

Through the contact point, the Ministry of mining and energy recieves in digital form initial inquiries from applicants for RES projects, provides information, and directs the applicants to the CEOP system of the Ministry of construction, transport and infrastructure, as well as procedures related to obtaining approvals from Ministry of environmental protection, and procedures for issuing energy permits within the Ministry of mining and energy. Contact point provides information on statutory deadlines for actions of competent authorities.

Contact point collects and systematizes informations on the status of applications based on coordination with competent authorities, i.e. on data provided by the competent authority, with the aim of facilitating communication and ensuring more efficient conduct of procedures.

 CONTACT POINT IMPLEMENTATION PHASES:

The Republic of Serbia will introduce the single contact point in phases.The first phase of operation of the contact point within the authority of Ministry of mining and energy relates to applications for large strategic projects involved in construction of RES power plants. Strategic solar power plant with total installed capacity of 1 GW has been designated as a pilot project for this first phase, which will last while the platform is being developed and tested.Second phase, will gradually expand the scope of operation of the contact point to include other RES projects. Accordingly, the implementation of the contact point mechanism for other projects will follow subsequent amendments to the Law on the use of renewable energy sources. The ultimate goal being the alignment with the Directive on the promotion of the use of renewable energy sources.

Ministry of mining and energy through contact point:

  • does not decide on submitted applications;
  • does not conduct administrative procedures;
  • does not influence the course, dynamics, outcome of procedures under jurisdiction of other relevant authorities;

Contact point receives investors inquiries solely for the purpose of informing on valid procedures, competences, and legal frameworks, without influencing the formal course of procedures conducted before the competent authorities, while applications must be submitted exclusively in accordance with applicable regulations and through competent systems.

Information on the status of individual procedures may be provided by the contact point solely on the basis of data submitted by the investor or the competent authority, when such information is available.

The absence or untimely submission of information by competent authority cannot be considered a failure of the contact point.

Contact point does not replace the work of competent authorities, nor does it have the authority to request action, accelerate decision-making or assume the role of a competent authority.

CONTENT OF THE INQUIRY:

The initial inquiry submitted by the applicant must contain information about the contact person (first and last name, position, contact details, email address, phone number, etc.), and should also include;

  • basic information about the applicant (name, address, phone number, e-mail address, TAX ID (PIB), legal and organizational form, etc.)
  • basic information about the project (type of power plant, installed capacity, location of the power plant, investor details, etc.)
  • project phase (whether the project has started, whether the procedures before CEOP have commenced, whether the procedure related to environmental impact assessment have commenced, whether the energy permit has been obtained, available documents, etc.)
  • other relevant information
