The funds allocated for the Project amount to EUR 31.900.233,64. The EUR 31.900.233,64 are split into the following sources: an interest subsidized loan of EUR 20 million as well as a grant contribution of up to EUR 2 million provided by the German Government, a grant contribution of up to EUR 900.233,64 provided by the EU IPA2018 through KfW and a grant contribution of up to EUR 9 million provided by the EU Regional Energy Efficiency Program (REEP) through KfW, for co-financing the investments.

 

Project Objectives:

 

 

The Project concerns the construction and retrofitting of district heating systems based on renewable energy sources (Biomass) and corresponding engineering services for selected municipalities and their corresponding district heating companies (DHCs).

 

Project Measures:

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The following measures are eligible to be financed within the scope of the Project:

Main Investments: Boilers, secondary equipment, civil works:

Heat-only-Boilers (HoB) or Combined Heat and Power boilers (CHP) on wood-based biomass and/or straw or similar biomass-based fuel and Heat pumps, gas separation (Methane), gas motors

Biomass processing and / or production facilities and machinery

Storage for biomass, tank for Methane

Heat storage devices

Handling devices for biomass, pumps

Process and control systems (e.g. SCADA)

Main pipe connection to existing DH network

Civil works

Complementary Measures (network and associated equipment):

Substitution of deteriorated pipes of existing DH network

Adaptation of DH network to modified operation (valves, sensors, pumps, etc.)

Renewal of substations, heat exchangers, control devices

Splitting of primary and secondary loop

Heat meters on substation and consumer level, etc.

Wood chipping equipment including trucks, loaders etc.

Consultancy services, including institutional measures.

 

Requested Consulting Services:

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

In particular, the Consultants shall (brief summary):

Take preparatory steps for main investments and complementary measures: collecting data, developing feasibility studies and preliminary/detailed designs, conducting environmental and social impact assessments and management plans for each project site in close cooperation with the DHCs.

Support the entire procurement processes for goods and services to be financed under the Project: preparing the bidding documents (incl. e.g. pre-qualification and two stage and two envelopes procedures for Pink and Yellow Book), accompanying the public tender process, evaluating the bids, awarding of contracts, drafting of contract documents and assisting in contract negotiations).

Supervise and administrate the entire works to be executed: monitoring of a proper implementation according to the contract, checking and countersigning of invoices by contractor(s) / issuing of the payment certificates, monitoring of adherence to the Safeguards, Guidelines and Standards (defined in “Standards and guidelines”)).

Assist the DHCs in the initial phase of operations.

Implement institutional measures.

Develop/update environment and safety operational plans for DHCs.

Assist DHCs with the introduction of consumption-based billing if and where necessary.

Report to MoME/CPIU, KfW and EU.

Investigate the scope of works to be done in potential additional municipalities/DHCs and assess their readiness to participate in the Program.

The exact scope of work of the IC will be described in detail in the Terms of Reference. The Terms of Reference will be made available to all pre-qualified bidders.

The award of the contract for consulting services is planned for Q4/2025. The overall implementation period of the project is expected to be completed within 60 months plus 12 months of defect notification period.

The Employer intends to award the requested consulting services to eligible consultants. Eligible Consultants are all independent and qualified consulting companies with more than ten (10) years of experience in the sector and personnel with experience in providing the services as specified above.

The Consultant shall be selected through a two-stage international competitive bidding procedure in accordance with the latest version of the “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries” - 3rd update as of July 2024.

It is foreseen to assign the services to an independent consultant firm with proven experience in the implementation of similar projects with similar tasks. Consulting firms with regional experience in Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, Serbia, Kosovo[1], Croatia, Slovenia, Ukraine, Georgia and Armenia are preferred. The Bidder shall show a necessary average annual turnover of EUR 2 million for the last three years. A consortium or joint venture needs to show an average annual turnover of EUR 2 million for the last three years, whereas the lead partner shall show an average annual turnover of at least EUR 1.4 million.

More detailed information about the project, content and form of the application documents and the scope of services of the Consultant can be requested from the Tender Agents (TAs). Without this information, it might not be possible to produce a compliant Expression of Interest.
